Barbara L. Willis, MSA is the Chief Executive Officer for Hampton Roads Community Health Center. Mrs. Willis has 35 years prior experience developing health benefit programs, including provider network development, hospital marketing and coalition building. She has worked in both the public and private sector. Under her leadership, Hampton Roads Community Health Center has expanded from a $4.3 million budget in 2003 to a $7.8 million budget to date. She has a staff of about 100 employees which includes 12 doctors, nurse practitioners, an LCSW, dentists and a dental hygienist. The health center operates out of 5 locations; one in the city of Portsmouth and four facilities in the city of Norfolk to serve over 12,000 patients. In 2013, Hampton Roads Community Health Center received the Small Business of the Year Award for the city of Portsmouth by the Hampton Roads Chamber of Commerce.
Barbara is a graduate from Cleveland State University in Cleveland, Ohio with a Bachelor’s of Science Degree. She received her Masters of Science Administration Degree from Central Michigan University in Mt. Pleasant, Michigan. She also is a certified Health Information Management Consultant through Tidewater Community College in Virginia Beach, VA.

As the Chief Financial Officer for Hampton Roads Community Health Center, Mr. Bilè provides the CEO and the Board of Directors with up-to-date financial, accounting and compliance standards and processes. He is responsible to ensure the fiscal health and integrity of the organization with preparation and timely submission of operational budgets, grants and compliance with federal and state regulations.
Michel Bilè received his Undergraduate and Master’s degree from Old Dominion University in Norfolk, Virginia. He is Certified Public Accountant (CPA) and is a member of numerous organizations and affiliations. MICHEL BILÈ CHIEF FINANCIAL OFFICER (CFO)
Yvette V. Young is the Chief Operating Officer for the Hampton Roads Community Health Center. Ms. Young has had many years of award-winning performance in the areas of: executive leadership, human capital, fiscal sustainability, non-profit management and fundraising/revenue generation. She has served in the non-profit industry for more than 18 years. A solution-focused thinker, her record illustrates her ability to increase human potential and effectively negotiate “win-win” situations that impact the community. Her passion for service is demonstrated on the various boards and commissions that she services on. Ms. Young’s day-to-day responsibilities include developing and enhancing patient engagement strategies in order to improve the patient experience, managing marketing and outreach initiatives, managing facilities and maintenance at each location and implement projects for continuous operational improvements. Ms. Young is a graduate of Norfolk State University.
