Barbara L. Willis, MSA is the Chief Executive Officer for Hampton Roads Community Health Center. Mrs. Willis has 35 years experience developing health benefit programs, including provider network development, hospital marketing and coalition building. She has worked in both the public and private sector. Under Willis’ profound leadership, Hampton Roads Community Health Center has expanded from a $4.3 million budget in 2003 to over $10 million budget to date.
Michel Bilé serves as the Chief Financial Officer for Hampton Roads Community Health Center(HRCHC); providing the CEO and the Board of Directors with up-to-date financial, accounting and compliance standards and processes. His responsibilities include ensuring the fiscal health and integrity of the organization with preparation and timely submission of operational budgets, grants and compliance with federal and state regulations.

Erica Johnson serves as the Chief Operating Officer for the Hampton Roads Community Health Center (HRCHC), and ensures that our organization exceeds healthcare compliance expectations at the local, state, and federal levels. Ms. Johnson is a Registered Nurse (RN) in the Commonwealth of Virginia and is also a certified Basic Life Support (BLS) Instructor for the American Heart Association. She holds an MBA/MHA and a Bachelor of Nursing (BSN) from South University. She is also certified as a hospital emergency coordinator (CHEC) through Augusta University.
Dr. Vladimir Markovic, HRCHC Chief Medical Officer (CMO), is a Board-Certified Family Medicine Physician and licensed by the Commonwealth of Virginia Board of Medicine. Dr. Markovic has been practicing medicine since 2011 and has been a proud member of the HRCHC family since 2014.
A New Jersey native, Dr. Markovic received his undergraduate degree from Rutgers University and continued his medical training at the Ross University School of Medicine. He completed his Residency at the Rutgers Robert Wood Johnson Medical School Family Medicine Residency Program at CentraState Medical Center. Dr. Markovic also serves as an Associate Professor at the Virginia Commonwealth University (VCU) School of Medicine in Richmond, Virginia.
